Perhaps, although part of the Giant/HD development's issue is that it's a suburban style development dumped onto a public trans plaza. By definition, retailers that tend to prefer suburban style strip malls tend to locate in (wait for it...) the suburbs. Other cities have successfully installed big box retailers in more urban friendly design.
The Mid-City Urban is a far more location appropriate design being developed by a firm that seems to have a decent understanding of the urban market.
I think most people would agree that the town center, modeled after the Shirlington and Bethesda Row projects, will have 70k SF of shops and restaurants in this forgotten DC neighborhood.
